The education for the XXI century and the globalization impose the need of communication in foreign languages in Paraguay, the competence between Guaraní and Spanish, support by the National Constitution and the law of languages. Itapúa National University, promoted a diagnostic study and exploration on the Use of Languages in the University to determine the use of languages among students, faculty and staff, and also people interested in learning foreign languages. We used a parent survey that took the perception of one speaker during the months of May and June 2010.
Officials of the various academic units and the rector, professors and students significantly considered the use and language knowledge to satisfactorily perform their duties, they point to the Spanish language (82.1%), English (60.7%) and Guarani (57.1%). Limitations to study them are cost and time, especially for teachers. For the seats (Artigas, Maria Auxiliadora, Natalio) there are no institutions for training in foreign languages. The officials, teachers and students prefer to study English (83.9%) and Portuguese (51.8%). English, as the universal language,
to access scholarships, and Portuguese for being the language of Mercosur. Of the perception on skills in the management of languages, highlights the Guarani, 92.9% understanding, 75% reads, 62.5% speaks and only 58.9% writes.
During the study, the Technical Planning Secretariat received offers from abroad in various academic areas, mainly in English. Manpower and CECONSULT EDAN, noted that companies are demanding minimum handling of foreign languages, for Alto Parana, requested Portuguese, capital newspaper’s, published job offers for administration, requesting fluently spoken and written English; local businesses for sales positions, relationship with agricultural producers, managers, accountants, require Guarani. It is considered appropriate a strategic plan for promotion, training and language use and the creation of an Institute of Languages, University Center of Languages and Language Study Center, to strengthen communication and research skills of the UNI university community, and opportunities for university extension and community service.
