The research arises from the concern of analysis to record and publicize the management-UNI trajectory in its first 15 years of operation coinciding with the Bicentennial patriotic. The same, endorses the actions, detects relevant points that need to be strengthened and weaknesses that can be reversed, pointing to the strengthening and sustainability of the institution. The universe is composed of two layers: the UNI and the Leaders and Residents of the five towns Data collection involves teachers and students from each campus, to encourage them to scientific research and to their careers. The results are a significant contribution to the UNI and to the communities, and the Department of Itapúa, the high involvement of society in general and public organizations in particular. The resources to run the investigation are received from the Presidency of the UNI and the academic units.
