Abstract

The participation of foreigners in the socioeconomic and cultural development of Paraguay was a significant element to address this research, whose line focuses on development economics, covering the topic related to migration. In this sense, the main objective was to identify the profile of immigrants who have applied for some type of admission, temporary or permanent, in official dependence of the State, with the intention of settling in the city of Encarnación and integrating themselves labor, academically, economically and culturally to the city, taking as a reference the period between the years 2015 to 2018, in addition to defining whether there is correspondence or relationship with the local economic context, whether this, generation of impacts on the labor market, the industrial or service sector and public finances, or other area of interest. Considering what stated before, a description of the phenomenon was made in its technical and historical aspects, explaining the contributions and influence of the multiple communities settled and integrated to the local development; the causes of the displacements and the relation of these movements with the economy, by means of diverse theories contained in the theoretical framework. It is a descriptive research, with a mixed approach, whose design, the concurrent nested embedded design (DIAC) of the dominant model, mixes objective with subjective aspects in a descriptive cross-sectional temporal dimension. The inquiry was based on the population constituted by foreign immigrants who decided to reside legally in the city of Encarnación, taking as samples the records available in the regional office of Migration in Encarnación, achieving better precision in the results that support the conclusions, which describe the historical concepts of immigration understood first as a phenomenon of national interest, which was regulated in its beginnings, and extended to different cities according to the attractiveness and intention of the immigrant, such is the case of those who settle in the city of Encarnación, mainly for economic reasons, attractiveness for investment or work, for study or family, in all cases, affecting the factors that condition local economic development.
